Q. How did the Whatcom One Card program come about and who's responsible for it?

It is the brainchild of a group called Whatcom Libraries Collaborate, consisting of library administrators at Bellingham Public Library, Bellingham Technical College, Northwest Indian College, Western Washington University, Whatcom Community College, and the Whatcom County Library System. The group is working together to expand library access for better stewardship of resources and greater community impact.
