According to the Chicago Manual of Style, 16th edition, page 739, you should format newspaper citations for newspapers to the corresponding elements for the magazine guidelines. According to those guidelines "A department without a named author is best cited by the name of the magazine." So with a newspaper article lacking an author the same should be true.
