The Congressional Serial Set consists of reports to and from Congress.  If you include the American State Papers (which run from 1789-1838) the Serial Set includes the entire history of the United States.  Western Libraries has hundreds of volumes in paper but we also have full-text digital access from 1789-1969 through the ProQuest Congressional database.
