In order to get articles for you Western often has to pay copyright royalties.  When you see a message informing you that the system is waiting for copyright clearance it means that we are waiting to hear back from the company that owns the copyright that we have been cleared to share an article with you.  Western Libraries has little control over how long this process may take, but it generally does not take a long time.  It is important to keep in mind, however, that it is the copyright holder that is responsible for taking the next step.
