No, this is simply untrue. In fact, over the last few years we have increased funding to support interlibrary loan and to support document delivery so that there would be no need to pass on costs to our users. It would make no sense for us to charge for interlibrary loan since that service allows us to expand the amount for information available to faculty and students – and we all know that budget constraints do not allow us to purchase everything in every subject which might be of interest to faculty or students.
